CleanPowerSF Sources Electricity Through Competitive Solicitations That Emphasize Benefits to the Community
CleanPowerSF routinely issues Requests for Offers (RFOs) to address specific needs. Volumes and products requested through any RFO vary in consideration of CleanPowerSF’s operational requirements. CleanPowerSF may issue RFOs for products, such as renewable and Carbon Free energy. Solicitations for such services will be posted to this page and emailed to our energy vendor list.

Proposers with eligible CAISO Queue Cluster 15 renewable energy, renewable energy paired with storage and standalone storage projects are encouraged to submit projects for the SFPUC’s consideration. The general purpose of this RFQ is to have a mechanism that allows the SFPUC to evaluate and identify projects to award its Commercial Interest points to. This RFQ will create a list of projects to negotiate Exclusivity Agreements with that will result in awarding of points by the SFPUC. Proposers who are selected will be required to post a deposit and participate in an SFPUC Request for Offers within two (2) years of receiving their Phase II Interconnection Study results.

This Request for Offers for Renewable Energy Supplies and Stand-Alone Energy Storage is a reissuance of PRO.0213 and seeks bids of energy, Environmental Attributes, Capacity Attributes, Ancillary Services and related products from new and existing Eligible Renewable Energy Resources (“ERRs”), as defined in California Public Utilities Code Section 399.12 and California Public Resources Code Section 25741, co-located ERR and Energy Storage resources and Stand-Alone Energy Storage (“SES”) resources directly connected to the California Independent System Operator (“CAISO”) Balancing Authority Area (“BAA”).
Through this Request for Offers (“RFO”), the SFPUC seeks bids for the following product types:
Product 1: Product Content Category 1 (“PCC 1”) Energy, Environmental Attributes, and Capacity Attributes (if applicable) from new or existing ERRs (“Renewable Product”);
Product 2: Renewable Product and Energy, Capacity Attributes, and Ancillary Services (“Storage Product”) from new or existing ERRs co-located with energy storage;
Product 3: Storage Product from new or existing SES resources.
Bids submitted for the respective product types shall meet the following additional criteria:
ERRs and Energy Storage resources must be directly connected to the CAISO BAA, with a preference for resources located in the nine (9) Bay Area Counties1;
For ERRs, minimum annual energy delivery of 10,000 megawatt-hours (“MWh”) per year and a maximum of 200,000 MWh per year;
Energy Storage resources must provide Resource Adequacy (“RA”) Capacity and be at least 1 MWAC for at least 4-hour duration;
Initial delivery date ranging from January 2022 – December 2026;
For ERRs and ERRs co-located with energy storage, terms up to 25 years; and
For SES resources, terms up to 15 years.

On behalf of Central Coast Community Energy, CleanPowerSF, East Bay Community Energy, MCE, Peninsula Clean Energy, Redwood Coast Energy Authority, San José Clean Energy, Silicon Valley Clean Energy, Sonoma Clean Power and Valley Clean Energy (collectively, the “Joint CCAs”), California Community Power (“CC Power”) hereby issues this Request for Offers ( “RFO”) for the sale of firm clean resources (“FCR”) as defined in more detail in California Public Utilities Commission (“CPUC”) Decision 21-06-35, Ordering Paragraph 2(b) (OP 2(b)), as well as existing resources that otherwise meet the requirements of OP 2(b).1 CC Power is seeking to acquire up to 200 MW of FCR through one or more Projects, with deliveries beginning no later than June 1, 2026.

Bids submitted for the respective product types shall meet the following additional criteria:
Initial delivery dates no later than December 2025
DAC-GT resources must be at least 0.5 MWAC and no more than 2 MWAC in size
DAC-GT resources must be entirely located in DACs within PG&E’s service territory and no more than five miles from a DAC in CleanPowerSF service territory
CSGT resources shall be no more than 0.6 MWAC in size
CSGT resources must be entirely located in DACs within PG&E’s service territory and no more than five miles from a DAC in CleanPowerSF service territory
CSGT bids must be accompanied by a letter of support from a non-profit, community-based organization, or school that will serve as a sponsor for the project.

Eight community choice energy agencies (CleanPowerSF, Central Coast Community Energy, Marin Clean Energy, Peninsula Clean Energy, Redwood Coast Energy Authority, San Jose Clean Energy, Silicon Valley Clean Energy, and Sonoma Clean Power) jointly seek to procure Long-Duration Storage (“LDS”) to cost-effectively enhance renewable energy portfolios and aid in achieving California’s aggressive greenhouse gas reduction targets.
